The executive team at the Alcohol, Drug and Mental Health Board (ADAMHS Board) of Cuyahoga County is recommending sweeping changes to its annual budgeting process.
The proposed changes were unveiled during two recent committee meetings and the Board of directors is scheduled to “take action” on “CY2024 and CY2025 funding process options” at their monthly general meeting at 4 p.m. today. The proposed changes were unveiled during two recent committee meetings. The same “working document” was shared.
My name is Rosie Palfy. I’m here to talk about the city of Cleveland mental health response advisory committee.
It was created as one of the mandates of the Solomon agreement between the Department of Justice and the City of Cleveland in 2015, and it is the only element of Reform that is not included under the Police Commission.
In September 2015, the city entered into a memorandum of understanding with the Alcohol Drug Mental Health Services Board of Cuyahoga County (ADAMHS Board) to create and run a Mental Health Response Advisory Committee (also known as MHRAC).
At the time, I was a member of the County Office of Homeless Services Advisory Board, so, you’re probably wondering why a [formerly Cleveland, but current Parma] resident is part of this committee.
We had a lot of success the first few years and, despite the party line about how great everything’s going, it really isn’t.

Rosie Palfy is an accountability journalist, and is a former, inaugural member of the City of Cleveland Mental Health Response Advisory Committee.
Ms. Palfy served as a combat correspondent in the Marine Corps.
